I think you are missing something.
Most wheelchair vans are not rear entry, most are side entry. The major decision is between Full Sized Van (typically rear entry and typically with a lift) and Mini Van (typically side entry and typically ramp)
Have a look at the article below and you will see this issue discussed in the section"Minivan versus Full Sized Van".
If you anyway decide on Full Sized Van, the most commonly sold van is Ford E-250 as you will see discussed in the article.

My mother has A new wheelchair ramp she has to be pushed up and down the wheelchair ramp this ramp slopes down and is so slippery when it rain or snow that sometimes going up is difficult and coming down is even worst it's like you have on skates which frightens my mother that is blind any useful advice would be appreciated.

Check with local service clubs such as Kiwanis, Rotary, JayCees, Boy Scouts, etc. Perhaps a local church & it's members may offer to help. Good hearted people & volunteers are in every community. They just need to know who needs help. Perhaps you could get your local newspaper to put out an appeal?

Consider the implications of the Americans with Disabilities Act (ADA) in your discussion and provide an example.

Basic issue is the maximum safe ramp angle. If you know the height difference then you can find the length of ramp by the following relationship:
ramp length = (height change) / sin (ramp angle)
suppose the height difference is 4 ft, and safe maximum ramp angle is 10 degree (I don't know this angle is correct, you need to look this up at ADA website). Then the length of ramp is:
ramp length = 4 / sin 10 = 23 ft.

Question : What is the proper rise for a wheelchair/scooter ramp.?
My porch is 26 inches high, I weigh 170 lbs, and the scooter probably weighs less than 200 lbs
Answer:
ADA requirements are a slope of 1" rise for every 12" of run. This makes for a huge ramp, in your case 26 feet long. That mild slope will allow a person in a wheelchair to make it up the slope unassisted.
That being said, you may not need that much. Electric chairs and scooters will list the maximum slope they can handle for a given weight. Since this is personal property, you may not be required to adhear to ADA requirements. I built one here in CA to get into a trailer. We were able to use a 2 in 12 slope (which cuts the length in half). If you have the room, use the lower slope, but that just can't happen all the time.
There are other requirements that need to be followed as well. Guard rails are required, and landings if the ramp must turn corners in order to get the length requred.
As far as materials, concrete is always the best, but it can be made from wood (attaching the guard rail/ hand rail at the bottom is tricky).
